The Romanian National Committee for Emergency Situations decided today on the new restrictive measures which are likely to be applied as of Monday, 25 October 2021. The application start date is still to be approved by the government, but the Romanian president, Klaus Iohannis, recently announced that the new measures would be applied from Monday, October 25.

The new restrictive measures proposed are as follows:

  • Prohibition, for a period of 30 days, on people travelling outside their homes between the time interval: 22:00 – 5:00, with the exception of certain special situations, such as: vaccinated people and people recovered from COVID, job related travel, travel for medical interventions that cannot be delayed and for purchase of medical treatments, people in transit traveling between cities, travel for vaccination, or for providing care to children or old people in need;
  • Prohibition, for a period of 30 days, on people travelling outside their homes between the time interval: 22:00 – 5:00, with the exception of certain special situations, such as: vaccinated people and people recovered from COVID, job related travel, travel for medical interventions that cannot be delayed and for purchase of medical treatments, people in transit traveling between cities, travel for vaccination, or for providing care to children or old people in need;
  • For a period of 30 days, all economic activities (shopping malls, supermarkets, shops, restaurants, etc.) will be closed during the time interval 21:00 – 5:00;
  • People will be permitted to enter any public or private office buildings with capacity of at least 50 people only if they provide certificate of vaccination, certificate proving they have passed through COVID disease in the last 180 days, or valid negative COVID test;
  • Restaurants, cafes, fitness centers, etc. will be allowed to activate inside buildings and on terraces up to 50% of the maximum capacity, and only between 5:00 – 21:00 interval;
  • Prohibition of activity in night bars, clubs and discos for a period of 30 days. During the same period, it is forbidden to organize and hold all private events (weddings, baptisms, festive meals, etc.), concerts and any public or private shows;
  • Prohibition of spectators’ participation in all sports competitions;
  • Access to any types of activities or events organized within 30 days to be allowed only to persons vaccinated or which have passed through COVID disease in the last 180 days, proving with certificate;
  • All employees in private companies will have to work from home in a minimum percent of 50% (from total employees in a company);
  • Visitors to all central and local public institutions, or to private office buildings, will be allowed access only based on certificate proving they have been vaccinated or have passed through COVID disease in the last 180 days, or have valid negative COVID test;
  • The activities that require the physical presence of all pupils and students in all private schools, colleges or universities will be suspended for the period 25.10.2021-05.11.2021, including after-schooling activities;
  • All people will be obligated to wear a protective mask, in all closed and open public spaces, as well as at work, and on public transport means.
